The thread is a bit old, but since Blizzcon gave us some more info:
I feel like this is another reason that Blizzard is failing by giving people what they ask for.

Atiesh, and Ashbringer both had something that hasn't been matched by other legendaries (And the corrupted Ashbringer wasn't even legendary). Notoriety. Ashbringer was infamous for the whole scarlet monastery event. It blew people away, and they loved it. Atiesh gets to ride on Medivh's coattails, and it was further reinforced by Karazahn showing up shortly after which felt like its creators really had a passion for building it. You don't get that cool feeling items, or raids anymore, because the game has been distilled down to "give me an item with awesome stats."

Sulfuras was popular solely because it was the first legendary item and it had an ability that no other weapon did which set a precedence for it (This is also back when getting a +3 damage weapon enchant on your weapon for the glow was a big deal so it's all relative.) And Thunderfury, Blessed Blade of the Windseeker is still among the coolest looking (and largest) main handed sword ever plus it game with it's own thunderclap! Those are the only four that really stick out for me. Ulduar's healing mace had some coolness to it, but it didn't feel like the lore was there. After that... everything just felt like a stat thing to me. Maybe I've just become jaded.

So, in my opinion they couldn't successfully create awesomeness with the 7ish legendaries they made now, yet they are attempting to introduce 36 "artifact" weapons that are supposed to make you some hero. It takes some cleverness to make a player emotionally moved by where an item came from, and I seriously doubt that I will care about most of the artifact weapons. The increase in spectacle for the game has made the bar pretty high for something to feel special so when you get your artifact weapon, I'm guessing most people will just think of it as a stat stick that you may or may not stick into your enemies until they stop moving.

The overhead to make something feel special is pretty significant. I totally get that. That's why the coolest legendaries were cool. Because there was crazy stuff that they did relative to when they were released. And there was a lot of extra work that went into them, and it showed. I sincerely doubt that Blizzard has the time budget to produce something more than "A weapon that you wield, and power up via its own talent tree. But don't worry, eventually you'll be able to pick all of the talent for your weapon."
